The Minimum Needs Programme (MNP) was introduced to provide basic minimum needs to the people and raise the living standard of the people. It was introduced in the Fifth Five Year Plan (1974-78) and was confined to eight basic components. During 6th Five Year Plan 'adult education' was added to the MNP. In the 7th Five Year Plan, 'Public Distribution System' along with other three components were added to the MNP.
