The only elements that can form carbon dioxide are carbon and oxygen, because "carbon oxide." Thus, you have to have both of them present. Carbon heated in air will do it, and any compound of carbon when heated in air will do it. Limestone (and other carbonate minerals) will give off CO2 when heated, even in vacuum.
