Perhaps the only preventative measure would be to have all machines loaded with the same baseline image where the screenshot feature is disabled. All personal devices log onto to subnet isolated from critical data.
But a determined thief could probably find a way to insert malware that enabled screenshots. The threat vector might come from phishing and an employee inadvertently clicks on a link.
