O2NCH2CH2O- : Nitro group is an electron-withdrawing group which show -I effect, this effect allows the withdrawing of electrons towards it. Due to this withdrawing effect of -I, the negative charge on the nitro group decreases and it stabilised.
2) CH3CH2O- : Ethyl group is the electron donating group hence it will show + I effect. Due to this the negatively charge on the compound increases, thereby destabilising it.
Hence O2NCH2CH2O- compound is more stable than CH3CH2O-.
