Till August 5 2019, Jammu and Kashmir was the only state in the Union of india which did not cover the RTI Act. But after the August 5 2019 after Article 370 revoked, J&K also came under the Act..So,the Whole of India Also Jammu and Kashmir since August 5 2019 after Article 370 revoked is covered in the act.
