Well if the same mass and temperature is present then in my opinion, gaseous state has the highest energy.
- Well the gases have pretty much free inter molecular space
- Hence it can move around more freely than the others
- Now due to this movement it will have highest internal kinetic energy
- This explains why gases have a higher temperature than all other states
- The gases hence has highest energy for the same mass and same temperature.
Solids will of course have the least:
- Solids are almost opposite to gases
- They have no inter molecular space at all
- Thus there is negligible kinetic energy or internal energy or heat
- Hence solids possess least energy
Talking about liquids:
- They are exactly between gases and solids
- So no point of referring liquid between highest and lowest
