rubber is more elastic due to the property of elasticity.
if we apply the pressure, it changes it position. when the applied pressure will be reduce, the rubber reform to original state.but this phenomenon is never possible in steel.

Bcz elasticity defined as the property of a substance to gain it's original position when stretched....... And when we stretch a steel wire and a rubber then steel will gain it's original position earlier than the rubber.... So it is more elastic than a rubber
