(1) Gene for A Blood group is dominant on Gene for O Blood group

(2) Rh + ve is dominant on Rh - ve

Now comes to the question:-

The parents not parent ( correct your question ) of O + ve Blood group: -
Yes you have given the options .

So as per the options given in question, the offspring of O + ve will be of parents
(1) First parent of A + ve and second parent of O -ve

Now proof how it's correct:-

(1) The Genotype of one parent is A + ve will provide gamete of A+ve or O +ve ( As per the rules of Genetics)

(2) The Genotype of other parent of O - ve will provide only the O -ve gamete.

(3) Union of either O +ve of one parent with O - ve will always result in :-

O+ve
As Rh + ve is dominant on Rh -ve.

Hence it's proved that the
Progeny of O + ve Blood group
Is one A +ve and other O-ve
