There are less extensive hydrogen bonding between ethanol molecules than between water molecules, thus less energy is needed to vaporise ethanol than water and water has a higher boiling point than ethanol.

Water have higher boiling point than alcohol because intermolecular force between hydrogen molecules of water is higher than the intermolecular force between molecules of alcohol so the more heat is required to break the bonding of water molecules than alcohol.
