The most densest railway regions are the noth central railway(delhi, up,punjab,gujarat) then south indian railways(maharashtra, karnataka, andhra pradesh,etc) because of their high population and plain lands...

The sparse railway networks are mainly in the northeast part of india like :- arunachal pradesh, manipur, meghlaya, mizoram,etc...
because of their low population and maximum mountain regions, there are too much less plains than other indian regions and the administration is not too strong in these areas...
