To be clear , it is not deccan plateau which extends to the north east but the meghalaya plateau is an extension of peninsular india. No it is not part of Deccan Plateau. Deccan Plateau is the biggest and a major plateau which is part of the peninsular plateau or peninsular India.

The Satpura range is in the north while the Mahadev, the Kaimur hills and the Maikal range form its eastern extensions. The Deccan Plateau is higher in the west and slopes gently eastwards. An extension of the Plateau is also visible in the northeast – locally known as the Meghalaya and Karbi-Anglong Plateau.
