Answer : The Justice Party.

The Justice Party of Madras decided not to boycott Council elections. The Justice Party members were non-Brahmans and so far had not been able to win elections, as the Brahman candidates always won. They thought it was a golden opportunity for them to enter the Councils.

In Madras, the justice party the party of non brahmins refused to participate in the boycott moment

● They were not ready to give this opportunity to gain some power as something the brahmins had access .

● They thought that it is an important step to to show that these things was not democratic.

● Hence, the Boycott Movement spread and rapidly a everyone boycotted the government institutions and buildings while the justice party didn't . Therefore it did not become popular on the area where they have support
