There are a number of factors that give water it's ability to extinguish fires. One of them is that as the water hits the area that is burning, it significantly reduces its surface temperature to the point of which combustion is no longer possible due to the low temperature. Furthermore, water evaporates to 1600 times its volume as a gas compared to its liquid phase at atmospheric pressure. This means the steam is rather good at spreading out very quickly and acting as a barricade to limit the oxygen exchange from the air almost instantly to stop the fire because the fire is starved of oxygen.
