The individual voting right, where each member would have one vote was the proposal which was rejected by the Estates General.

We see the third estate was given double representation, equal to first estate and second estate. But in 1789 opening session of General Estates , called by King, the third estate was informed that each estate has equal voting power which render their double representation meaningless. So the Third estate demanded one vote for each member. This proposal was rejected and the third estate walked out of General estate in protest and formed separate National Assembly.
