The first known historical case of espionage in India is found when the Haryanka king Ajatashatru of Magadha dispatches his minister Vassakara to infiltrate the Lichchhavi Assembly of Vaishali and create a rift among the Lichchhavi nobles. The Lichchhavis were at the head of a confederacy that was aligned against the ambitious Ajatashatru. In three years, Vassakara managed to ‘sow the seeds of disunion’ among the Lichchhavis and ‘infected by jealousy between the different classes, between the rich and the poor, between the strong and the weak, the Lichchhavis lost their social cohesion’.

The system of espionage elucidated in the Arthashastra came a couple of centuries later, in the Mauryan Era.
