The French constitution of 1791 differentiated between political rights and civil rights. Voting rights were given only to active citizens in the population whereas civil rights were given to passive citizens. Active citizens included those who were above 25 years of age and paid minimum tax. The minimum tax was 3 days labour paid by peasants, factory workers, artisans and lower class of the society.
