Which should be given more priority a basic industry or a consumer industry?

Because Basic industry produces base materials for the consumer Industry and without them we will be unable to get the consumer goods from consumer Industry. Ex- Iron and Steel Industry produces base material for many industries manufacturing, utensils, machine parts and many more.
