A substance that is neither acidic nor basic is neutral. The pH scale measures how acidic or basic a substance is. The pH scale ranges from 0 to 14. A pH of 7 is neutral.

neutral solution: [H+] = [OH-]  

where [H+] = concentration of hydrogen ions in solution  

and [OH-] is the concentration of hydroxide ions in solution

A solution is defined as acidic if the concentration of hydrogen ions is greater than the concentration of hydroxide ions:

acidic solution: [H+] > [OH-]  

where [H+] = concentration of hydrogen ions in solution  

and [OH-] is the concentration of hydroxide ions in solution

A solution is defined as basic if the concentration of hydrogen ions is less than the concentration of hydroxide ions:

basic solution: [H+] < [OH-]
