An EEPROM, fully known as Electrically Erasable Programmable Read Only Memory, is erased using a high voltage. This voltage is usually higher than 5 Volts. In some models, there is a separate Erase pin to which a high-voltage i.e. about 12 Volts or higher is delivered. In other models, the same Program pin is also used to erase the device, and you have to deliver a higher voltage than the programming voltage (itself higher than the supply voltage) to this combination programming + erasing pin.
