Actually three of this statements are equally describes a scientific question.

Because,the first statement is,it must based on a hypothesis,and it has to be so.By the further hypothesis and studies it can be answered in a proper manner.This reason also clarifies the worth of the third statement.

And,the question must be supported by data to make the answering process easy in terms of calculation.

And, the originality of the question is the basic principle,if it is not original it can't be eligible for study and research.
