Solution:

y - 4 = (1/3) (x+ 2)

y - 4 = 0 => y = 4

x + 2 = 0 => x = -2

Plot point ( - 2 , 4)

count left 3 units and down 1 unit and plot a second point.

as for every 3 units change in x  , there is one unit change in y

x going left  & y going down are same direction
