I think that as majority of the rivers in the peninsular India originate in The Western Ghats, they either flow westwards or eastwards. The westward flowing rivers have a much shorter length to traverse to drain themselves into the Arabian sea, so carry a less deposit/sediment with them and hence a delta can't be formed.
On the other hand eastward flowing rivers (Eg. Mahanadi, Godavari etc.)  travel a longer path way greater than their counterpart. So till they reach the eastern coast, they have eroded the eastern ghats and are saturated with sediments. That is why they form deltas & not estuaries on their mouths.
The Narmada and Tapti are the only long rivers, which flow west and make estuaries.The Tapti River ancient original name Tapati River is a river in central India. The Narmada also called the Rewa, is a river in central India and the fifth longest river in the Indian subcontinent.
