The two states that are still continuing to be the poorest states of India are Orissa and Bihar.

Poverty is the prevailing issue in many states like Orissa, Bihar, Assam, Tripura and Uttar Pradesh.

However, out of these states, Orissa and Bihar have high poverty rates of 47% and 43% respectively.  

These two areas are backward in agriculture and also the breeze of technology has not reached these two states yet.
