Though menstruation is a normal process, in rural India, it is still treated as a taboo due to hesitation and deep-rooted misbeliefs. India is the first country to come up with national guidelines on Menstruation Hygiene Management so that privacy, dignity, and self-respect can be ensured to every girl/woman. Along with 'Swachata Abhiyan' MHM targets for every village to have toilets for girls so that they don't have to return in the middle of their day.

The government launched the program in a bit to improve the disastrous health conditions prevailing in the country in a step to educate women on how to clean themselves properly.
The guidelines were issued by the ministry of drinking water and sanitation with the supervision of UNICEF India
