There are several factors which determine the population density within state and city. 

Human being needs food, shelter, and water to live. So areas where there is abundant water supply such as river or lake, density is more. Areas where there is nice weather allowing lots of food crops to grow, density is more. 

Other than food, and water, Job availability is important factor in modern world. So areas where industries are developing or are developed have highest density. For example, Mumbai which is hub of everything. Bangalore, Noida, Hyderabad which are IT hub, population is extensive. 

There are also minor factors that affect population are transport facilities, politics etc things also affect population.
