Dry sand does not fall under any state or can not take any shape. Wet sand can take a shape and can be considered as semi solid state. It can take the shape of a bucket or a bowl and has some similarities with liquid shape. So it has the abilities to take the shape and size of any hollow object just like liquid does. Hence it can be called a semi solid.
