while diluting an acid, why is it recommended that the acid should be added to water and not water to the acid?

A large amount of heat is released when strong acids are mixed withwater. Adding more acid releases more heat. If you add water to acid, you form an extremely concentrated solution of acid initially. So much heat is released that the solution may boil very violently, splashing concentrated acid out of the container!

Solution A has pH value 6 which indicate it is acid and therefore it has more hydrogen ion (H+ ions ) concentration as compared to solution B having pH value 8 which indicate the solution is basic in nature.
