it is recommended that acid should be added to water and not the reverse because it is highly reactive it can cause splashes which can result in burns etc

When acid is diluted it is recommended to add acid to water and not the other way round.
This is because when water is added to acid heat energy is evolved.When concentration of acid is more the reaction becomes explosive.
On the other hand when acid is added to water heat energy is evolved,but however the concentration of water is more,so the reaction doesn't become explosive.
