She will see the solutionaction fizzing, bubbles would be formed. This is because of the production of CO2 gas in the solution due to the reaction of the vinegar(weak acid) and the baking powder(a base). 

The reaction between a base an an acid always leads to the production of carbon(IV)oxide gas.

The reaction is as follows:

NaHCO3 + HC2H3O2 → NaC2H3O2 + H2O + CO2
