The report is supposed to be written in past tense as the moments we are writing about in a report are already passed.
But you should keep in mind that the sentences with inverted comma are written in the original from. [For example,- And the chief guest said, "I would like to congratulate you all on your brave performance.]
I In order to make your report interesting I prefer using Auxiliary Verbs like, Should, would, could - the ones in past tense.
