In Indochina: Anyone of French nationality who settled, or owned property or a business there, plus other non-indigenous who had obtained licenses to exploit land or businesses there. It did not count the Chinese, many of whom had preceded the French, and were governed within the colonies and protectorates though their own associations. Not sure what the status of with the Indian merchants and money-lenders was.

British (or other group who enter India for any reason) called as colons because they came from another country and establish their superiority and rule in India.
