In democracy the final decision making authority lies with the people. The people are the one who has all the rights of choosing the representative they like.

Thus they are the one who has the authority of selecting ministers and forming the government.

The people have all the rights and if they do not like a particular representative, they have the right to not vote for them in the later elections
