The Memorandum in question was actually signed by a number of decision makers.
It is very important to remember that since President is the highest authority of the state, therefore all of the decisions that are taken by the commission goes through him. His word is the last.
Since prime Minister is the head of the government therefore all of the decisions that are taken by the Cabinet ministers goes through him.
Both the President and Prime Minister played in the big role in the Memorandum
