He was in fact, a criminal who was being chased by the police in connection with the death of another police officer. The intruder had done his homework well. He had chosen to barge into Gerrard’s house because the two of them had a similar physical structure. This would allow the intruder to conveniently get rid of Gerrard and take his place (and identity) and live peacefully.
