The books r decided by the Principal nd the teachers together may be.
But the syllabus is decided by the board.

It is given in the board of decisions that are included as part of the review committee.
Generally the government decisions and the education bills are passed in different ways to increase the knowledge of the students.
Also, there are ways in which the chairman and the entire executive committee takes decisions regarding how to teach history to the students in school, which portions will be more appropriate etc.
