He was the British Secretary of State for India in 1886. He did not like Congress and described is as a representative of a microscopic minority of India. In that it only reflected or represented a very small part of the Indian population.
These pronouncements and the fact that government workers were prohibited from taking part in Congress proceedings began the process for independence in India.
