There have been many number systems used in many places. A lot of them have been in base 10, many of them have been place value number systems. A few have been both.
The particular one we use, the Indo-Arabic number system, also called the Hindu–Arabic numeral system, was created in India, spread to Arabic speaking people, then to Europe and the rest of the world.
