The Writer's Inspirational Bureau was fored by Helen and her fellow ghosts to help authors who develop a writer's block.Helen used to face the same problem when she was alive due to which she decided to help the authors after her death by forming the Writer's Insprational Bureau with the help of her co-ghosts.

Inspiration Bureau was an organization run by ghosts who helped the aspiring
authors in writing ghost stories. This Bureau had been opened by the Helen-like
ghosts who in their previous life either were aspiring writers but could not be
successful!
Whenever an aspiring author tried to write a
ghost story, a ghost from the bureau was assigned the duty to help the writer
with inspiration and the plot of the story. The ghost would go and stand at the
side of the writer and provide him the inspiration and plot of the story.
However, the writer would not come to know about the presence of the ghost.
