Who has stolen the youth of the poet in ‘On his Blindness’?

The laws of life such as never stopping time, ageing, continuous growth of human body, etc. have stolen the youth of the poet.  

The poet feels he had exceptional writing abilities, which he did not use optimally. After losing his eyesight, he realized he must have used his faculties to serve God.
