There are areas in the state which are recognized as districts.
Dividing a state into cities and then sub-dividing it into districts helps in better administration and management of everything.
Administration becomes easy and the government can emphasize on most aspects pretty easily. So, it is obvious that we require a head of the district.
The district administration therefore is headed by the District Magistrate. It is often abbreviated as DM.

Districts are the small administrative areas/divisions divided for the easy administrations of the state. A state is divided into several districts as the administrations can be done easily.
Well, The administrative head of the district is District Collector. Who is also known as IAS.
The IAS officer is selected from the UPSC examinations. These are the highest civil services in Indian Admistartions.
