The simple draining liquid clepsydra (water clock) was in use in Egypt by 1500 B.C. The replacement of the liquid with a fine granulated material, thus converting the clepsydra into a clepsammia (sand clock), appears not to have occurred before the mediaeval period.

Anonymous: it is invented in alexzandria
Anonymous: The origin of the hourglass is unclear. Its predecessor the clepsydra, or water clock, may have been invented in ancient India. According to the American Institute of New York, the clepsammia or sand-glass was invented at Alexandria about 150 BC.
