A municipal Councillor is a local governor  of a specific municipality. This term might be changed in various countries ie- City councils or Town Councils. Though there are only 5 countries following this way. Which are France, India, Moldova, Norway and Taiwan.

India's municipality is referred to as a Nagar Palika or Nagar Nigam.  The function of the popular Nagar Palika is the following below-

Water supply,
Hospitals,
Roads,
Street lighting,
Drainage,
Fire brigade,
Market places.
Records of births and deaths.
Solid waste management.

I gave a bit more information but hope this answer helps.

Answer:

A Municipal Councillor is directly elected by the people and serves the people of his ward. He remains in touch with the key issues in his area, understand the crucial problems and monitor its development. He is the direct link between the council and the people. People can also bring their problems to him and he deals with the problem in a suitable way.
