The reason is that Lushkov was an alcoholic, and he had wasted all his money on buying the alcohol. In order to survive, he had to beg. He started lying about some misfortune happened to him in order to grab some money from the stranger. But Skvortsov was the lawyer who understood the plan of grabbing the money and refused to give any.
