who is solitary loon referred to as?

In the poem 'The Frog and the Nightingale' "Solitary loon" refers to a water bird that was swimming in a lake or or pond in Bingle Bog.

" Solitary loon" is referred to " alone frog" who was weeping in the Moonlight when he saw the population moving towards the Bingle Bog for hearing the song of the nightingale.
