Answer - The President

As per the Constitution of India the President is the the supreme power and without his/her approval and signature no law can come into existence.

But the main twist is that it is the Prime Minister who exercises the power( inherited in the office of President) in real terms.

It is so because the President is bound to go by the advice of the Council of Ministers.

Therfote he us called the nominal head or titular head of the India.
