Basically, the government monitors the quality and quantity of groundwater.
Water which is present just below the Earth's surface in soil pore spaces as well as in the fractures of rock formations is basically the groundwater whereas the unit of rock or say, the non consolidated or unconsolidated deposit is called an aquifer.
Further, the depth at which the soil pore spaces or fractures in rock become completely saturated with water is called the water table. Groundwater is often recharged from the surface i.e., it may discharge from the surface naturally such as at springs and seeps, and can form wetlands.
It is usually withdrawn for agricultural, and industrial use by operating extraction wells. The study of the movement of groundwater is called hydrogeology, and sometimes called groundwater hydrology.
