according to me i think u will find this answer in printing chapter in history passed by British to......i don't remember much but to stop indian press to enrage people against them ...like that plz read class 10 ncert history chapter printing

The Vernacular  Press act was passed by Lord Lytton. this was passed to prevent the vernacular presses from expressing criticism about British policies.
