Farmers started growing Turnip to their lands. They found that these was increasing the capacity to increase the nitrogen content of the soil. Now enclosures were seen necessary to make long-term investments on land. Hence the landlords or the farmer in charge of their own land pressurised the British parliament to pass the enclosure act.
