who takes the major decisions in a democratic country and why?????? ​

In a democratic country like India the major decisions are taken by the 2 houses of the Parliament namely Rajya Sabha and Lok Sabha. If the bill doesn't passes in any one of these houses then that particular law won't be implemented and if it passes in both the houses but the President doesn't signs then the law won't be implemented. The President's sign is must.
