In 1772, East India company appointed Warren Hastings as the Governor of Fort William and as a collector for land revenues of Bengal.
Bengal was in catastrophic condition when Warren Hastings became the administrator Bengal in 1772.
The financial position of the Company became worse and the difficulties were intensified by famine.
Warren Hastings considered it is important to to formulate reforms as early as possible in crash basis.
